Preface
Guidelines for submitting resolutions:
Def. Resolution: a motion to initiate new business submitted by an individual, local church, or church agency of The United Methodist Church within the Detroit Conference
1. To introduce a resolution, submit material, stating the resolution as a motion followed by the rationale, to the chairperson of the Committee on Reference and Daily Procedure postmarked not later than February 15. Copies of resolutions shall be mailed to members of the annual conference by April 1.
2. In addition, send a copy of any resolution which requires expenditures of $1,000 or more accompanied by a written five-year cost projection, to the conference Council on Finance and Administration postmarked no later than February 1. The Council on Finance and Administration shall report its consideration of any new item requesting funds before a final vote on that item is taken by the annual conference.
3. Resolutions shall state the local church or church organization of which the signer is a member. If several members of a church, several churches, or more than one agency signs or submits a resolution, only the name of the individual, church, or agency and the number of persons signing shall be printed with the resolution. Final decision on this policy shall be made by the chairperson of the Committee on Reference and Daily Procedure.
4. The rationale accompanying a resolution shall not exceed 300 words.
5. Resolutions which have not been mailed to the annual conference members shall be reviewed by the Committee on Reference and Daily Procedure who will recommend to the annual conference whether or not the rules should be suspended and the items considered. Should the committee oppose the suspension of the rules, the original presenter shall have up to three minutes to state to the annual conference his/her reason for the request.
2009 Resolutions
Board of Pensions and Health Benefits
Pension Benefit Rates and Annual Conference Appointment Recommendations:
It was resolved by the Detroit Annual Conference to:
1. Fix the Past Service Rate (PSR) at $697 for the calendar year 2010 for members and local pastors for each full year of service prior to 1982. This is an increase of $14 over the $683 approved for 2009 representing a Past Service Rate factor of approximately 1.18% against the Detroit Conference Average Compensation (PSR/CAC ratio);
2. Fix the percentage of the PSR payable to a surviving spouse at 85%.
3. Fix the effective annuity starting date at July 1, 2010;
4. Require no contribution of any participant towards the cost of the Comprehensive Protection Plan (CPP);
5. Require that all sums needed to underwrite the costs of the PSR, CRSP and CPP be apportioned for 2010;
6. Fix the appointment change date for all benefit purposes at July 1, 2010;
7. Require the annual conference to provide sufficient funding to make the following CRSP Special Arrangements*:

8. Authorize the Division of Pension of the Conference Board of Pension and Health Benefits to grant disability payments from the Conference Deposit Account to those persons granted incapacity leave for such a period of time until such persons are granted CPP benefits not to exceed, as a general rule, twelve calendar months;
9. Authorize the Conference Board of Pension and Health Benefits to grant disability payments from the conference Deposit Accounts to those persons granted incapacity leave, or who would have been granted incapacity leave, and to such active clergy person’s surviving spouse, in an amount approximating the amount of Social Security Benefit the average clergy person would receive if such person were determined to be disabled for Social Security purposes for the first six months of such incapacity, only in such cases as their CPP benefit is determined to be the minimum 40% of DAC, which was the standard prior to January 1, 2002 and remains the minimum standard benefit.
10. Authorize the Conference Board of Pension and Health Benefits to negotiate, compromise, or submit to arbitration any claims for benefits that may arise under either the health insurance or the Pre-82, MPP, CRSP or CPP plans; and for that purpose to retain legal counsel as needed.

13. Housing/Rental Allowance for retired or clergy on disability leave of the Detroit Annual Conference:
a. The United Methodist Church has and functions through Ministers of the Gospel who are duly ordained or licensed; and
b. The practice of The United Methodist Church is to provide a parsonage or rental allowance as a part of the gross compensation for each of its active ordained or licensed ministers; and
c. Pensions paid to retired and disabled ordained or licensed ministers of the United Methodist Church are considered deferred compensation and are paid to said retired and disabled ordained or licensed ministers in consideration of previous active service; and
d. The Internal Revenue Service has recognized that the Detroit Annual Conference is the appropriate body to designate a housing/rental allowance for retired and disabled ordained or licensed ministers who are members of this conference;
NOW THEREFORE BE IT RESOLVED:
1) An amount equal to 100% of the pension/disability payments received during the year 2010 is hereby designated as a rental/housing allowance for each retired and disabled ordained or licensed minister of The United Methodist Church who is or was a member of the Detroit Annual Conference at the time of his or her retirement or disability;
2) This rental/housing allowance shall apply to each retired and disabled ordained or licensed minister who has been granted the retired relationship or placed on incapacity leave by the Detroit Conference and whose name and relationship to the conference is recorded in the Journal of the Detroit Conference or in other appropriate records maintained by the conference;
3) The pension/disability payment to which this rental/housing allowance applies shall be the pension/disability payment resulting from all service of such retired and incapacitated ordained or licensed ministers from all employment by any local church, annual conference or institution of The United Methodist Church, or from any other employer who employed the minister to perform services related to the ministry and who elected to make contributions to the pension and welfare funds of The United Methodist Church for such retired minister’s pension or disability benefits;
4) The amount of the housing/rental allowance that may be excluded is limited to the lesser of: a) The amount designated as the housing/rental allowance, or b) The amount actually expended for housing/rent, or c) The fair rental value of housing, if required by law.
15. It was finally resolved that The Detroit Annual Conference adopt the following funding plan for pre-1982 pension liability:
Detroit Annual Conference Funding Plan for Supplement One of the Ministerial Pension Plan – Required by action of the 2000 General Conference – Reviewed and Approved by the Actuarial Department of the General Board of Pension and Health Benefits. The Detroit Annual Conference (DAC) has provided sufficient funds, on deposit with the General Board of Pension and Health Benefits, to fully fund all liabilities related to the former Minister’s Reserved Pension Fund, more commonly known as the Pre-1982 Pension Plan. Our plan to utilize and ensure full funding for 2010 will be as follows:
1. Continue to provide a Past Service Rate factor of approximately 1.15% against the Detroit Conference Average Compensation (PSR/CAC ratio). The actual Past Service Rate amount will increase 2% in 2010 representing a factor of 1.18%.
2. Continue to fully fund any increases in the Past Service Rate in our budget, understanding that sufficient accumulated actuarial gains continue to be available for the foreseeable future, so that we do not anticipate needing to apportion funds to cover these increases.
3. Continue to fund the required Detroit Conference Clergy Retirement Security Program Defined Benefit annual liability (CRSP –DB) with Pre-82 funds. This funding began in 2007 and will continue for the foreseeable future.
4. Continue to pursue funding agreements with other annual conferences to fund their Pre-82 and/or CRSP-DB annual liabilities with Detroit Conference Pre-82 funds in exchange for direct reimbursement to the DAC from those annual conferences. These agreements began in 2007 and may continue as long as the DAC Pre-82 account does not fall below 120% funded status.
5. Adjust our annual interest rate assumption from 7% to 6%. In response to the economic events of 2008, this change reflects a long range average rate of return on investments in recent years and projects an obtainable rate of return for future years.

Peace With Justice Covenant Congregations
It was resolved that the Detroit Annual Conference encourage the Churches of the Detroit Conference to become Peace and Justice Churches for both their community as well as the rest of the world by becoming Peace with Justice Covenant Congregations. Our goal is to educate and promote Peace with Justice with the aim of recruiting a minimum of 3 Peace with Justice Covenant Congregations per district between June 2009 and May 2010. A Peace with Justice Covenant Congregation enters into Bible Study/Prayer/Action that focuses on God’s direction for a more holistic community and commits to celebrate Peace with Justice Sunday by taking a special offering and presenting a Peace with Justice sermon to the congregation. Detroit Conference Book of Resolutions
It was resolved that the Detroit Annual Conference create a Book of Resolutions of the Detroit Annual Conference of The United Methodist Church, which shall be edited annually by the Committee on the Journal under the direction of the conference secretary. This book shall contain all valid resolutions adopted by the Detroit Annual Conference. The preface of the Book of Resolutions shall include the guidelines for writing resolutions. The Book of Resolutions shall be published annually on the web site of the Detroit Conference and made available for downloading and printing.
It was further resolved that the procedure for resolutions, as indicated in the conference Rules of Order, be amended by the Committee on Standing Rules as follows:
• Resolutions adopted by the Detroit Annual Conference shall be valid until they are specifically rescinded, amended, or superseded by action of subsequent sessions of the Detroit Annual Conference.
• All valid resolutions shall be published as part of the Book of Resolutions on the conference web site.
• There shall be a complete subject index to all valid resolutions on the conference web site.
• Resolutions adopted shall be considered official expressions of the Detroit Annual Conference for eight years following their adoption, after which time they shall be deemed to have expired unless readopted.
• The conference Council on Ministries and the program boards and agencies of the Detroit Conference shall review all valid resolutions and recommend to the Detroit Annual Conference the removal of time-dated material.
Participation in Bread For The World
It was resolved the Churches of Detroit Conference put its faith in action with a moral commitment to END HUNGER by increasing participation in Bread For The World (BFW). Our goal is to educate and to promote BFW by recruiting a minimum of twenty-one (21) churches (3 per district) to become BFW Covenant Churches between June 2009 through May 2010. Hunger and poverty is mentioned approximately 2100 times in the Bible, and the need to correct it is the greatest concern in the road to being a disciple.
We urge them to participate in the BFW Covenant Church program, as adopted by General Conference in 2004. We also urge them to increase the number of individual BFW memberships for the conference year, June 2009 to May 2010. This is to be accomplished through a variety of educational tools including workshops at District Leadership Training Days, Review of UMCOR#982325-3 or MJ 1159, Bread for the World personal training at individual churches per request. It was resolved that the Detroit Annual Conference supports a Peace Economy for the United States of America. We call upon the President and our U.S. Congressional Representatives to order a thorough review of major weapons systems and other defense spending programs with the objective of bringing about at least a 25% reduction in spending without cuts in salaries and benefits to military personnel & dependents and care for veterans.
Furthermore, we call upon the President and our U.S. Congressional Representatives to instead expend greater effort on diplomacy and nuclear disarmament. We further call upon the President and our U.S. Congressional Representatives to reinvest those tax monies in societal improvement programs such as health care, especially for veterans, eco-friendly energy, housing and education.
We also call upon the leaders of our congregations such as Lay Leaders and Pastors to advocate for such a Peace Economy by their congregations. Also, congregations should consider joining local peace, environmental, health care, and other groups to lobby the President and our U.S. Congressional Representatives to act accordingly.
Reorganization of the Conference Council on Ministries
It was resolved that the Plan of Reorganization of the Conference Council on Ministries be approved and become effective July 1, 2009.
It was further resolved that the Committee on Nominations, in consultation with the Conference Council on Ministries, fill the twelve at-large member positions to the Leadership Team and present them for approval prior to the end of the 2009 annual conference session.
It was further resolved that the Committee on Standing Rules, with the guidance of the Leadership Team, make changes to the conference Rules of Order and Structure necessary to fulfill the Plan of Reorganization of the Conference Council on Ministries.
PLAN OF REORGANIZATION OF THE CONFERENCE COUNCIL ON MINISTRIES
Conference Vision

As a conference, we commit ourselves to fulfilling our vision through the accomplishment of the following strategies and goals:
Dynamic and fruitful congregations will be fostered as we:
• Create a culture where discipleship means more than membership
• Create and nurture congregations that are seeking and reaching persons of all ages, races and cultures
• Encourage the constant development and transformation of leaders, both clergy and laity
• Intentionally develop new congregations, new worship services, and new satellite locations for congregations
Discipleship will be fostered through congregations who:
• Change lives through effective, engaging and inviting worship
• Empower and equip people to call others into a new relationship with Christ

Conference Leadership Team
Summary
The conference leadership team is a body designed to replace the Council on Ministries. It shall act on behalf of the annual conference between sessions in order to give general direction, guidance, and alignment of resources in support of the mission and vision of the conference. It shall focus on the three strategies and goals of the conference vision: Fruitfulness, Discipleship, and Transformation. Its primary questions shall be:
• Are we creating and nurturing dynamic and fruitful congregations who make disciples of Jesus Christ for the transformation of the world?
• What are the results that help us determine whether we are accomplishing our mission/ministry?
• What shall we do to more effectively accomplish our strategies and goals of Fruitfulness, Discipleship and Transformation?
The leadership team is intended to be a body that will consistently represent the interests of the conference and its connection (local and general church). It is not to act as if its job is to represent staff, or the agencies of the conference. The leadership team is first a servant of the annual conference and its connections before it is its leader. It must lead the annual conference and its connections as guided by the conference’s vision, mission, strategies and goals, core values, and beliefs.
The leadership team is to act with cohesive integrity, serving as one. It is to speak as a body for the conference and its connections between sessions of the annual conference. It does not speak individually, except where mandated by the Book of Discipline of The United Methodist Church, for the conference and its connections. The leadership team is to speak with authority when it passes official motions at a properly called meeting. Statements by individual members of the leadership team do not have any authority, except where mandated by the Discipline. The leadership team is to speak with one voice, or not speak at all, except where mandated by the Discipline. For clarification, speaking as one voice does not require a unanimous vote. For all decisions made by the leadership team, all members, even those who did not vote in favor of the decision, shall respect and support the decision made.
The leadership team must rely on others to carry out its work, as well as the vision, mission, strategies and goals, core values, and beliefs of the conference and its connections. It is to give careful attention to the principles of sound delegation, while also increasing the likelihood that agencies will be successful in carrying out their charge. Agencies are to exercise most of the authority and to be held accountable by the leadership team for achieving results.
The leadership team must focus on consistency, expectations, clarity, and results. It must be definite and consistent with its expectations in regards to performance and results, assign those expectations to agencies with clarity, and pay attention to results by making sure that expectations are met.
The leadership team must be a body that is concerned about the long-term future as opposed to the present or short-term future. It must also be concerned about results as opposed to the means to achieve those results. Finally, the leadership team must be about a few thoroughly considered large decisions rather than many small ones.
Responsibilities
The conference leadership team shall:
• Implement the vision of the annual conference
• Align resources, structure, and ministries of the conference in support of the conference vision, mission and goals.
• Affirm the permission-giving strategies of the Detroit Annual Conference. Throughout each segment of the conference there will be stakeholders who identify the needs of the mission and vision and organize their constituency around strategies for change.
• Be the policy-setting and decision-making body for the conference between its sessions within limits set by the annual conference.
• Coordinate and support the work of the agencies as they focus spiritual, human and fiscal resources to meet identified needs for mission and ministry.
• Convene an annual Visioning Conference of conference and district leaders to test the current vision and develop a future vision for the conference.
• Recommend priorities to the annual conference on a quadrennial basis
• Work collaboratively with the Council on Finance and Administration in establishing and submitting a proposed budget to the annual conference.
• Develop measures of performance and evaluate the effectiveness of the agencies in fulfilling its and the conference’s vision, mission, and goals.
• Provide an opportunity for effective communication to and from local churches through the district and conference agencies throughout the visioning process.
• Appoint Task Forces as needed
• Be accountable to the annual conference
Membership
The membership of the Leadership Team shall be as follows:
• Area Bishop
• Conference Lay Leader
• Cabinet Assignment
• Chairperson of the Council on Finance and Administration
• Chairperson of the Council on Ministries (or equivalent structure) for each district
• Conference Secretary of Global Ministries
• Twelve Members At-Large, two of which shall be between the ages of 12-30
The following shall be members of the Leadership Team, but shall have voice with no vote:
• Director of Connectional Ministries
• Conference Treasurer
• Chairperson of the Commission on Religion and Race
• Chairperson of the Commission on the Status and Role of Women
• Chairperson of the Committee on Disability Concerns
• Any person residing within the bounds of the annual conference with membership on the Connectional Table
The bishop, in consultation with the Committee on Nominations, may provide two additional persons at large to ensure inclusiveness and diversity. These individuals will be granted full voting privileges.
The Council on Ministries for each district, or equivalent structure, shall provide the Committee on Nominations with a replacement if the chairperson is unable to fulfill his/her duties as part of the leadership team. For the purpose of stability, this chairperson or representative from the district Council on Ministries, or equivalent structure, is subject to term limits and eligibility as outlined in this document and in the Standing Rules of the Detroit Conference.
Members At-Large
Members at-large shall not be leaders of conference agencies. Members at large shall be responsible for acting as a communication link and an accountability resource for the agencies to which they are assigned.
Members at-large that are laity shall be considered to be members of the annual conference with full voting privileges.
Members at-large of the leadership team shall be selected by the Committee on Nominations, with input from the leadership team, based on their ability to:
• Think in terms of the future
• Deal with the abstract
• Deal with qualitative ideas
• Give up desire to make short term concrete decisions
• Give up desire to be involved in day-to-day operations of the agencies
• Be involved in regular monitoring of self and leadership team’s performance
• Think in terms of working for the annual conference and its connections rather than for a particular agency of the annual conference
• Establish an effective reporting and performance review process to oversee the agencies of the annual conference and their achievement of expectations.
Attendance Requirement
All members of the leadership team shall meet the minimum attendance requirement of being present at two-thirds (66 percent) of leadership team meetings. Failure to meet the minimum attendance requirement will result in being declared ineligible to serve as a member of the leadership team.
Term Limits
Members of the leadership team shall serve a maximum of two consecutive four-year terms. Where a member has served in a position on the leadership team other than member at-large for more than one year, the service in that position shall be counted as a four-year term. Members that have served two consecutive four-year terms are not eligible for service on the leadership team for a four-year period.
In order to secure experience and stability, the members at-large shall be divided into three classes, one of which shall be elected each year for a four-year term. To begin the process of rotation, in the first year, one class shall be elected for two years, one class shall be elected for three years, and one class shall be elected for four years. For stability, all terms served in excess of one year shall be considered four-year terms.
For the purpose of stability, the cabinet shall assign the cabinet representative for a term of no less than two but no more than three years.
Recording Secretary
For the purposes of recording minutes and other necessary clerical functions, the leadership team shall co-opt an individual to serve as recording secretary. This individual shall not be considered a member of the leadership team and shall not be granted voice or vote.
Process
The leadership team shall meet at least every two months. The bishop or conference lay leader may call special meetings as necessary to respond to the ministry needs of the conference. The bishop shall chair the leadership team. In the absence of the bishop, the lay.

It was resolved that the Detroit Annual Conference commend the Firestone Natural Rubber Company for its cooperation with the Liberian government and its efforts to improve the lives of Firestone workers, and encourage the Firestone Natural Rubber Company to rapidly implement the recent labor contract; redress environmental damages as a result of its Liberian operations; stop releasing chemicals into the environment and stop exposing workers to any compounds and chemicals that are internationally recognized as most toxic; and continually and intentionally imporve the quality of living and working conditions for its workers.
It was further resolved that the churches of the Detroit Annual Conference be kept aware of the cited conditions at the Firestone Natural Rubber Company in Liberia through additional information to be supplied by the Detroit West District Peace Center and the Detroit Annual Conference Board of Church and Society.
It was resolved that the Detroit Annual Conference continue its efforts to end hunger by promoting church participation in a CROP Walk. Our goal is to encourage every church/charge to participate in a CROP Walk for the Conference year, June 2009 to May 2010.
It was resolved that the members of the Detroit Annual Conference set a goal for the One Great Hour of Sharing (OGHS) that the 2009/2010 offering be set at a minimum of one dollar and seventy-five cents ($1.75) per member and that each district seek 100% participation from its churches/charges. This offering underwrites the administrative costs of the United Methodist Committee on Relief (UMCOR). Its ministries include Disaster Relief, Refugee Assistance, World Hunger and Poverty.
It was resolved that members of the Detroit Annual Conference donate United Methodist Committee on Relief (UMCOR) school kits and any other such kits as specified by the UMCOR Committee as they relate to the needs of the designated covenant country.
It was further resolved that members of the Detroit Annual Conference donate monetary funds to cover the shipping costs of the container and that designated items be delivered to the Detroit Annual Conference and shipped to a country having a covenant relationship with the Detroit Annual Conference.
It was resolved that the charges/churches of the Detroit Annual Conference seek to help end hunger here and around the world and assist in disaster recovery by contributing to the Heifer International (HI). Our goal is to encourage churches to become more informed about the work of HI in eliminating hunger and improving the economic well being and nutrition of those who are impoverished by contributing to HI.
Protect Our Nation’s Wilderness
It was resolved that through its Conference Board of Church and Society the Detroit Annual Conference of The United Methodist Church indicate to the members of the United States Congress, the Department of the Interior, and the President its support for the protection of wilderness areas in our nation.
It was further resolved that the members and local churches of the Detroit Annual Conference are encouraged to indicate to their respective senators and congressional representatives their support for the protection of wilderness areas in our nation.
It was further resolved that the United Methodists of the Detroit Annual Conference are encouraged to visit and explore these special wilderness areas thereby availing themselves of the spiritual and physical blessings to be experienced in these expressions of God’s creation.
Durable Power of Attorney for Health Care Day
It was resolved that the churches of the Detroit Annual Conference be encouraged to observe a day in the month of March 2010 as a day to educate people on the need to hav durable power of attorney for health care. Churches may offer materials and guidance to help people prepare these documents.
Minimum Base Compensation Schedule
In accordance with paragraph 625.3 of the 2008 Discipline, the Commission on Equitable Compensation recommends that the Minimum Base Compensation Schedule of the Detroit Annual Conference as of January 1, 2010 shall be established at the following amounts:

* Associate Members shall have "served four years as full-time local pastors" (paragraph 322, 2008 Discipline).
** "No member shall be continued on probation beyond the eighth regular session following their admission to provisional membership." (paragraph 327, 2008 Discipline).
*** Full Members shall have "...served full time under episcopal appointment for at least two full annual conference years..." (paragraph 335, 2008 Discipline).
Being acutely aware of the financial stress the churches of our conference are under, and being equally convicted the salary schedule presented affects those at base compensation levels, the commission proposes a 1.1% increase in base compensation for each category. The 1.1% increase for the first year of each category reflects the CPI increase for the 12 month period of December 2007 through November 2008.
The charts reflect minimums, not maximums which pastors can be paid. Congregations are requested to pay their pastors an increase of at least 1% of the tenth year compensation for each year of additional service. For example: A Local Pastor with 15 years of service should be paid $34,887 for their ten years of service, plus an additional $1,745 for the five years beyond the schedule, or a minimum of $36,632. An Associate Member with 15 years of service should be paid a minimum of $39,655. A Full Member with 15 years of service should be paid a minimum of $42,851.
